You can actually do it simply from the "Customize My Q" applet under the start menu.

yah, i tried using personalize my q
the changes dont seem to apply if im using sliding panels
if i go back to the personalize applet, the changes are saved
also, when i power the phone off then turn it back on, the i see the change for a split second, until the sliding panels theme loads
then it goes back to contacts

The sliding panels theme has a different right soft key setting per plugin and I don't think they are pulled from the same place as a standard home screen.

So basically you'd have to use CHome config to change the right soft key per plugin.

But you can't change the right softkey of CClock from CHome Configurator. Go to your registry editor and navigate to

HKLM -> Software -> Microsoft -> Chome -> CClock

Hit "Values" and change the SK2TXT(sp) to whatever you want it called. Then go to SK2URL (sp) and change that to point to your application of choice.

Reboot and changes will take effect
